First of course is the American Planning Association - the members of our professional organization. We can't forbear remarking that planning is their middle name. But seriously, they have a wealth of information - check them out.
Next, here are some sites of interest to cities in Arkansas. The State Land Information Board coordinates geographic information activities for the state. The Department of Information Systems develops information technology for state government. The office of the State Land Coordinator is working toward a system of distributed data sources involving state agencies, universities and county and local governments.
