Planning Experience


Our firm has worked with many cities across the state to prepare comprehensive plans, zoning and subdivision codes, neighborhood plans, design guidelines, and other planning services. A summary of some of our projects is below. See the "Client Sites" page to view some of the projects we are working on now.

 

City of Arkadelphia

 

In 2007, our firm worked with the City of Arkadelphia to prepare a Comprehensive Plan for the city's planning area. This included a study of recent trends, history, land use, transportation systems, community facilities, and many other issues. During the process our firm conducted a public design charrette and created a website to facilitate public involvement.

 

City of Hot Springs

 

Planning Department:

Hot Springs Future Land Use Plan and Zoning Code - In January 2003, our firm completed a project to update the city’s Future Land Use Plan and zoning code. Our office worked closely with the Planning Commission, city staff, and interested citizens during the project. The project also involved workshops with those in the real estate and home building industries. Innovative and neo-traditional planning techniques were employed in the project to create a Future Land Use Plan consistent with modern planning. The city’s Board of Directors adopted all of the completed projects in February 2003.

Parks and Recreation Department:

Hot Springs Area Trails Master Plan – Our office provided planning and GIS services in the development of an area-wide bicycle and pedestrian trails system. This involved interaction with the department heads, citizens and the city’s GIS staff.  It enabled our firm to develop a good working relationship with the city staff as well as a thorough knowledge of the city’s GIS system.

Planning Department:

Park/Whittington Neighborhood Plan – Our firm worked with neighborhood groups to develop a long-range redevelopment plan for the area. The plan emphasized workable projects that could be undertaken by the neighborhood with assistance from the city. Since its adoption, the neighborhood has been active in implementing numerous action steps outlined in the plan. The projects allowed our firm to develop a thorough knowledge of the city’s existing plans and staff capabilities. It also presented our staff with and understanding of the urban problems facing the older neighborhoods of Hot Springs.

City of Little Rock

Our office has provided land-planning services to the City of Little Rock on a number of neighborhood market studies and action Plans. These include the following.

-         The Asher/John Barrow Neighborhood

-         Stephens/Oak Forest Neighborhood

-         The Southwest Little Rock Neighborhood

-         The Capital View Neighborhood

-         The Asher Avenue Corridor.

 Although each area is unique, they presented common problems facing older neighborhoods of a city. Each project included suggested steps at overcoming problems such as lack of investment, deterioration of housing stock and blighting influences in the neighborhood

City of Russellville

Our firm currently provides several land planning services to the City of Russellville. In addition to providing assistance in daily planning matters, technical review, and recommendations to the planning commission, our office has undertaken several projects for the City of Russellville. These include revising and updating Russellville’s comprehensive plan, zoning ordinance, subdivision regulations, and any corresponding maps. In the year 2003, we are scheduled to assist the city in revising its Planning Area Boundary. Following this project, we will update the city’s existing Future Land Use Plan. This will involve land use planning for an area around a planned intermodal facility on the Arkansas River.

City of Cabot

Our office provided land-planning services for the City of Cabot. In addition to providing daily planning assistance, we have worked on a number of separate projects for the City. Our office has prepared the City’s Future Land Use Plan, a new city base map, a new zoning map, and a new zoning ordinance.

City of Magnolia

  

Urban Planning Associates, Inc. in recent years has revised and updated the City of Magnolia’s zoning ordinance and subdivision regulations. In January 2003, the city retained our office to update the Future Land Use Plan and we are presently in the data collection phase of the project.

City of Harrison

Our firm is providing on-going assistance to the City of Harrison in comprehensive planning. Our firm is responsible for maintaining the city’s Future Land Use, Transportation, and Community Facilities plans.

City of Morrilton

Our firm completed an update to the city’s Future Land Use Plan in March 2003, and it was adopted by the City Council in April 2003. Our firm is currently undertaking revisions to the city’s zoning regulations.
 

City of Searcy


Urban Planning Associates, Inc. currently provides land-planning services to the City of Searcy. While providing day-to-day planning services, our office is responsible for maintaining the city’s Future Land Use, Transportation, and Community Facilities plans.
City of Forrest City

Our office has provided services to Forrest City in preparing a land use plan, new zoning ordinance, and new subdivision regulations. The firm is currently preparing an update to the city’s comprehensive plan to incorporate a new bypass completed in 2005.

City of Forrest City

City of Crossett
 

Our office prepared a new comprehensive development plan and zoning ordinance for the City of Crossett. This was followed by an update of the subdivision regulations.

City of Hope

The firm prepared a new comprehensive plan for the City of Hope which was completed and adopted in 2005. This involved identifying particular neighborhood needs and issues and combining those with long-range planning. It also included the coordination of utility service with long range planning.

City of Paragould

In 2004, our firm prepared a new Future Land Use Plan for the City of Paragould in Northeast Arkansas. This involved a nine month process with the planning commission during which a new planning area was established and the entire planning area was remapped for future land use designation. The firm worked closely with the city’s utility company so that future land use proposals conformed to the ability of the city to provide utility service. The project was completed on schedule and within budget. It was adopted by both the planning commission and city council.

City of Pine Bluff

Urban Planning Associates and Castin and Associates completed a neighborhood plan for the University Park Neighborhood of Pine Bluff in 2004. This neighborhood surrounds the University of Arkansas at Pine Bluff and the team worked closely with university officials as well as neighborhood groups and city staff in completing this project.


City of Bryant

Urban Planning Associates has served the City of Bryant for the last three years, first to analyze their existing planning tools and then to prepare a new comprehensive plan for the city’s planning area boundary. This project involved extensive public participation as well as coordination with city departments and the utility commission staff. The plan was completed and adopted in 2005. The firm is now helping the city update its land use regulations to help carry out the provisions of the plan.


City of Paris

Our firm recently completed an update of the city’s comprehensive plan and zoning regulations. The Planning Commission adopted the plan and zoning code on May 1, 2003. The documents are currently under review by the City Council and we anticipate their adoption in June 2003.

City of Clarksville

Our firm prepared a comprehensive Future Land Use, Transportation, and Community Facilities Plan for Clarksville in 1995 and has assisted the city in maintaining it since that time. The firm is presently preparing an updated land use plan to reflect changes that have occurred since 1995.

City of North Little Rock

Our firm has assisted the city staff in updating the city’s zoning ordinance, subdivision code, and master street plan. In 2008, our firm worked with the City to develop a neighborhood plan for the Baring Cross Area.

City of Conway

Urban Planning Associates worked with Castin and Associates in 2004 to complete the most recent update to the General Plan for the City of Conway, Arkansas.

 

City of El Dorado

 

Urban Planning Associates, Inc. provided assistance to the City of El Dorado between 2000 and 2002 in the preparation of the city’s zoning code and subdivision regulations. Both documents were successfully adopted. Prior to this time, El Dorado had been the largest city in the state of Arkansas to have never adopted a zoning ordinance. The City recently completed design guidelines for its downtown area.

 

Other Communities and Organizations

In addition to larger cities, our firm assists smaller communities in planning and zoning efforts. These include the following: Hazen, Des Arc, Perryville, Star City, Beaver, Bald Knob, Lepanto, Pottsville, and Diaz.
